CA Moves to Regulate Internet Cable Installations in New 2026 Guidelines
The Communications Authority of Kenya (CA) is seeking to introduce new regulations governing how internet service providers install and maintain cable infrastructure across the country, in a move aimed at streamlining deployment and improving service quality. 

The proposed Technical and Procedural Guidelines for Installation and Maintenance of Cable Telecommunication Infrastructure, 2026 are designed to create a standardized framework for laying and managing telecom cables, addressing long-standing concerns over disorganized installations and poor infrastructure planning. 

According to the regulator, the new rules will help ensure more efficient rollout of communication networks while safeguarding consumer interests and enhancing the reliability of ICT services. “The Authority develops responsive legal and regulatory frameworks aimed at fostering innovation, competition, and enhancing the quality of services,” the CA said in a public notice. 

The guidelines are also expected to bring order to the physical deployment of fibre and other cables, which has in some cases resulted in cluttered or poorly maintained installations. They aim to introduce clearer procedures for installation, maintenance, and coordination among service providers. 

As part of the process, the CA has opened the draft regulations to public participation, inviting stakeholders in the ICT sector and members of the public to submit feedback before the May 20, 2026 deadline. 

The move is part of broader efforts by the regulator to strengthen Kenya’s digital infrastructure, promote fair competition among providers, and support the country’s growing demand for reliable internet and communication services.
