In a major win for the Kenyan teaching fraternity, Health Cabinet Secretary Aden Duale has announced a comprehensive agreement between the Ministry of Health (MoH), the Social Health Authority (SHA), and the Kenya National Union of Teachers (KNUT).
The agreement, finalized after intensive consultations with union leadership, addresses critical gaps in the Public Officers Medical Scheme Fund (POMSF) and streamlines the transition of medical benefits for all teachers.

- Standardized Last Expense Benefit: A unified Sh300,000 Last Expense Cover has been confirmed for all deceased principal members. The MoH has pledged to expedite all verified claims to ensure families receive timely support.
- Structured Overseas Treatment: Clear pathways for specialized care abroad are now operational. The government has activated medical hubs in India, Turkey, and Saudi Arabia, with the first group of patients already scheduled for travel.
- Enhanced Ex-Gratia Support: A new management framework has been established for ex-gratia payments. This provides a vital safety net for teachers facing catastrophic medical expenses that exceed standard policy limits.
Expanded Healthcare Access
Beyond the core pillars, the consultative meeting secured several additional benefits aimed at improving the day-to-day experience of educators at healthcare facilities:

- Elimination of Out-of-Pocket Costs: SHA has officially withdrawn "tariff locking." Level 5 and 6 hospitals are now mandated to offer "walk-in, walk-out" services to teachers without requiring co-payments.
- Inclusion of IVF Services: For the first time, the scheme will offer full coverage for In Vitro Fertilization (IVF) through a network of contracted providers.
- Monthly Accountability: To prevent further service disruptions, SHA and union representatives will hold monthly oversight meetings to monitor hospital compliance and the status of pending claims.
The Path Forward
While union leaders have hailed the move as a significant step toward restoring industrial harmony, the Ministry of Health is now focused on ensuring these directives are implemented at the county level.

Teachers are encouraged to report any instances of being denied service at accredited SHA facilities to their respective union branches as the new protocols take full effect.
