Kenya Budget 2026 Rises to KSh4.69 Trillion After President William Ruto Signs Supplementary Appropriations Act.
President William Ruto has signed the Supplementary Appropriations Bill, 2026 into law, pushing Kenya’s total budget to KSh4.69 trillion from KSh4.3 trillion, in a move aimed at addressing urgent national priorities.

Speaking during the assent at State House, Nairobi, Ruto said the additional KSh393 billion will “align government spending with emerging needs, especially in security, social services, and economic recovery programmes.”

The security sector takes the largest share of the new allocations at KSh60 billion, including KSh2 billion set aside to compensate victims of recent protests.
“We must ensure stability while also taking responsibility for citizens affected during periods of unrest,” the President said.

The education sector received KSh45.28 billion, with the government reaffirming its focus on reforms and access.
“Education remains the most powerful equaliser, and this funding will support our commitment to universal schooling and ongoing reforms,” Ruto added.

Under the Affordable Housing Programme, KSh25 billion has been allocated to accelerate construction and expand access to decent housing. At the same time, agriculture will receive close to KSh18 billion, including KSh10 billion for subsidised fertiliser.
“Supporting our farmers is central to food security and lowering the cost of living,” he noted.

In the health sector, the government has set aside KSh4 billion to clear pending bills under the defunct National Health Insurance Fund, alongside KSh5.4 billion for the doctors’ internship programme. Moi Teaching and Referral Hospital will receive KSh2.5 billion, while KSh2.6 billion has been allocated for vaccines and KSh675 million for upgrading Level 4 hospitals.
“Strengthening our healthcare system is non-negotiable if we are to deliver universal health coverage,” Ruto said.

Additionally, the Blue Economy and Fisheries Department has been allocated KSh350 million to host an international ocean conference in June 2026 in Mombasa and Kilifi County.
“This forum will position Kenya as a leader in marine conservation and unlock opportunities in the blue economy,” he said.

Government officials say the supplementary budget is intended to recalibrate expenditure in response to evolving challenges, with a strong emphasis on security, service delivery, and strategic investments to support economic growth.
